No its the tooth root loss that causes bones to shrink. Really dental implants help the bones stay strong as it mimics a tooths roots.

With a allusion letter from your dentist you can get it done at University Hospital for about RM 5000. the whole treatment took about 6 months. Done by a professor. A very nice lady.
Confidential oral dental surgeon may cost you about Rm 7000 or more. Not all the dentist can do it.
